Update Swisssign Connection from 2024-10-15 11:00 CEST to 2024-10-15 12:00 CEST

We are performing a regular maintenance on the Swisssign connection to issue new user certificates (and renewals).

This change does not affect mailflow. It may delay issuing new certificates by a few seconds if such a new certificate is requested at the exact moment at which the change is performed. Renewals do not happen during the time of the change, as they are typically performed over the night.

There is no impact on the portal functionality.

The change and the rollback procedures have been thoroughly tested in the testing environments.
