Update of encyrption ruleset in CH instance from 2025-11-11 14:00 CET to 2025-11-11 15:00 CET

We will update the encryption ruleset for seppmail.cloud with bug fixes and improvements.

We do not expect an impact on the mailflow. During the activation of the ruleset, some messages may incur a delay of one or two minutes.
